Under existing laws and rules, officials of government cooperatives shall be considered automatically resigned if he holds an elective position higher than a Barangay captain or councilor. Does this prohibition apply to coop official who occupies an elective position only in an ex-oficio capacity? This is the issue resolved in this case De Villa.

De Villa was an elected member of the Board of Directors (Bd.) of an electric cooperative (ANECO) for a term of three years from 2001 to 2003. His term was later on extended until 2006 in view of the redistricting of the area he represented.

In 2002 while still in the ANECO Bd., De Villa was elected Barangay Chairman of his Barangay. Thereafter he was also elected as President of Liga ng mga Barangay of his municipality. By virtue of his position he sat as ex-oficio member of the Sangguniang Bayan.

On December 10, 2002, on the query of the General Manager of ANECO, the National Electrification Administration (NEA) Director for Coop Operations came out with an opinion that De Villa could no longer serve as ANECO Bd. Member because he was considered automatically resigned from said position when he took his oath as Liga President.

De Villa questioned this opinion and asked for reconsideration. He argued that he was not a regular member of the Sangguniang Bayan because he was not duly elected thereto but occupied the position only in an ex-oficio capacity by reason of his being President of the Liga.

But the NEA Director did not reconsider his opinion. So, De Villa filed a petition for certiorari before the RTC with a prayer for preliminary injunction against NEA and ANECO. On December 2, 2003, the RTC issued a temporary restraining order enjoining NEA and ANECO from disqualifying De Villa as member of ANECO Bd. to allow him to continue attending Bd. Meetings and grant him all back benefits. Subsequently the RTC issued a Writ of Preliminary Injunction and eventually ruled in favor of De Villa making the Injunction permanent. Was the RTC correct?

No. De Villa can no longer continue as a member of the ANECO Bd. after becoming an ex-oficio member of the Sangguniang Bayan. All coop officials and employees who are subsequently elected to the post of the Municipal Chapter of the Liga ng mga Barangay, after having won in the barangay elections, shall be considered automatically resigned upon taking his oath of office as Liga President.

Although the disqualification mandated by law (PD 269) pertains to elective officers of the government, except Barangay Chairmen and councilors, the same is equally applicable to an appointed member of an office higher than the Barangay Chairman or councilor like a member of the Sangguniang Bayan which is an elective office. The provision should be construed to refer to a person appointed to an elective position above the level of a Barangay Captain. The purpose of the disqualification is to prevent incumbents of elective offices from exerting political influence and pressure on the management of the affairs of the cooperative. This purpose cannot be fully achieved if one who is appointed to an elective office is not made subject to the same disqualification.

A person appointed to an elective office can exercise all powers and prerogatives attached to said office. He can wield as much pressure and influence on an electric cooperative, as an elected member thereof. Consequently when De Villa was designated as ex-oficio member of the Sangguniang Bayan, he became ineligible and was thereby disqualified as member of the ANECO Bd. (National Electrification Administration vs. Villanueva, G.R. 168203, March 9, 2010).

By the time this decision came out De Villa has already served his full term as Board member of ANECO which expired in 2006.

Using a food plan helps you keep track of your food intake, and eating close to the same amount of carbs, proteins and fats everyday helps you figure out how your body reacts to food. Knowing how foods affect your blood sugar gives you the tools to maintain better control. Keeping track of carbohydrates is something that people with either Type 1 or Type 2 diabetes should do.
Before You Start:

Carbohydrates are the most important part of the food you eat. They directly affect your blood glucose almost immediately after you eat them. All three plans detailed below help you keep your carbs in balance. For each of the plans, 15 grams of carbohydrate equals one carb choice. How do you know what 15 grams of carbs is? It's not always easy. First, set up an appointment with a dietitian, if you can. Also, most food labels list nutrition facts like carbs. There are also books, and online resources to help you figure it all out.

Exchange Meal Plan:

This plan divides food into six categories: starches, fruits, vegetables, milk, meat and fats. The serving sizes listed have similar amounts of calories, proteins, carbohydrates and fats. There is a food list to help you see what category your food falls into. It's called the exchange plan because it offers you the flexibility to trade one food on the list for a similar food. For example: exchanging 3/4 cup of cold cereal for a half of an English muffin. Exchange food lists are available from your dietitian. They can also be found in books, or online.

Counting Carbohydrates Food Plan:

Counting carbohydrates is a more flexible plan. It only keeps track of your carbs. Carbs affect blood glucose levels quickly. Insulin works with the carbs and breaks them down for energy. You adjust your dose according to the amount of carbs you are going to eat at that meal. The units of insulin per grams of carbs is figured out by your doctor or dietitian based on your body's response to carbs. This requires careful tracking and blood glucose testing to see how carbs affect your blood sugar.

Constant Carbohydrate Food Plan:

This plan is the simplest to use and is the choice for many when they are first starting out. You only need to keep track of the carbohydrates in your diet. You keep the number of carb choices the same at each meal. Try to keep your daily eating and exercise routine the same.

The American Diabetes Association (ADA) recommends keeping your carbs at 55% to 65% of your daily intake. The American Association of Clinical Endocrinologists (AACE) advises between 55% to 60%. Both organizations state that even though carbs directly affect blood sugar, they are not the enemy. They contain many nutrients that your body needs. Carbs are what your body uses for energy by breaking down into glucose.

In diabetes, the body can't use the glucose for energy because it needs insulin to move the glucose to the cells. In type 1 diabetes, no insulin is produced by the body. That's why people with diabetes need to take insulin. If someone has type 2, they might produce their own insulin, but it isn't effective enough to move the glucose from the blood to the cells. Oral medications help their insulin work better.

According to the ADA, fat should make up 25% to 30% of your diet and protein intake should be approximately 11% to 18%. Less emphasis on fatty animal protein and more on lean types of protein such as egg whites, white meat chicken and turkey, and soy products help to keep cholesterol levels down.
What's the Deal with Fiber?

Fiber is an important part of eating for diabetes. Even though fiber is considered a carbohydrate it doesn't raise blood glucose levels, and increased fiber intake has been shown to actually decrease glucose levels in people with diabetes.

The recommended amount of fiber varies but all sources agree that 25 grams should be the minimum grams of fiber in a day. A large-scale analysis of medical research, published in the Journal of the American College of Nutrition recommends a range of 25 to 50 grams per day.

Many people don't eat enough fiber. Increasing your consumption of high-fiber foods like whole-grain breads, cereals and pastas, oats and other whole grains, brown rice, lentils and beans, fruits, vegetables and nuts can help you reach your goal. If you're increasing your fiber intake, remember to drink at least 8 glasses of water throughout the day, to help keep things moving.

What's the Glycemic Index?

The glycemic index rates carbs by how much they raise blood glucose. Carbs like candy, sugar, cake and cookies have a high glycemic index, while whole-grains have a lower glycemic index.
The glycemic index can help when trying to figure out which carbs are the best for you. Since all carbohydrates don't affect blood glucose levels the same way, knowing which carbs have a lower glycemic index can help you plan your meals more effectively.

You can get glycemic index charts from your dietician, from books, or free from on-line sources such as the University of Sydney, Australia sponsored website, "Home of the Glycemic Index". This site has a database that shows the glycemic index for many foods and offers information about using the glycemic index for rating your carbs.

Stage 1: This gain stage is a regular Thruster... not that there is anything regular about the Thruster, but you get the idea. Stage 1 has no Master Volume control, it feeds into Channel 2, which makes full use of the Master Volume control.
Stage 2 and the Master: Stage 2 is made up of the exact circuit as stage 1, but is fed from the output of Stage 1, and then goes directly to the Master control. The Master control allows the user to keep the output volume under control when stages 1 and 2 are set high.

Effectology, Vol.10 “No Quarter” The Electric Piano effect

HomeBrew Electronics Detox EQ Paul Gilbert Signature pedal These days it seems everybody has a signature pedal, guitar or amp. So many of them are massed produced, often off-shore, with little or no input from the Artist. Such is not the case with our Signature Series Pedals! Each Artist has had input in every aspect of the design of the pedal. They knew exactly how they wanted the pedals to sound and exactly how they wanted them to look. The prototypes were sent back and forth several times until the pedals were right. Gary and Paul took the prototypes on the road with them confirming that the pedals performed and sounded exactly as they expected. Additionally, each pedal comes with a note from the Artist on how they use and set the pedal. So, here they are, the HBE Signature Series!

The Detox EQ is a three band EQ built around the ultra quiet and warm Burr Brown IC. All three bands are very musical and useful with no harsh or missing frequencies. Pre-Diabetes

If you have pre-diabetes, you’re at increased risk for developing type 2 diabetes. It means that your blood sugar levels are higher than normal, but not high enough to be called diabetes.

pre-diabetes. Although people with pre-diabetes may have no symptoms, studies show that most people with the condition develop type 2 diabetes within 10 years. People with pre-diabetes are also at greater risk of heart disease and stroke.

Dealing with pre-diabetes
Just like people with type 2 diabetes, your doctor will want you to make changes to eat healthier and get more exercise.

Your doctor will probably want you to lose weight (through diet and moderate exercise, such as walking, 30 minutes a day, 5 days a week). Even if you can’t reach your ideal body weight, a loss of just 10 to 15 pounds can make a difference.

Diabetes Symptoms

Many people with type 2 diabetes never show any signs. But some people do show symptoms, which are caused by high blood sugar. The most common symptoms of type 2 diabetes are:


* Greater need to urinate
* Frequent hunger or thirst
* Weight loss
* Blurred vision
* Tingling/numbness in hands or feet
* Feeling tired
* Very dry skin
* Slow-healing sores
* Infections

Are You in Control

Some of these issues may seem minor, but, with time, they can lead to much more serious complications. If you manage your blood sugar now, though, you may reduce your risk of complications from diabetes later.

Even when you’re doing your best to manage your diabetes, your blood sugar can get extremely high or too low. Know the symptoms of high and low blood sugar and what to do about them.

About Type 2 Diabetes

When you have type 2 diabetes, high levels of sugar build up in your blood. This can lead to serious health complications. That's why controlling your blood sugar is key to managing diabetes. Keeping your blood sugar under control lowers your risk for complications later. High blood sugar can harm your organs and raise your risk of heart disease.
Are You in Control

Having type 2 diabetes means that your body doesn't make enough insulin, or doesn't properly use the insulin your body makes. Insulin is a hormone that is made in your pancreas. It helps your body's cells use sugar (also called glucose), which comes from foods and drinks. Sugar is a source of energy for cells.

This site focuses on type 2 diabetes, the most common form of the disease. Typically, with type 2 diabetes, the body still makes insulin, but its cells can't use it. This is called insulin resistance. Over time, high levels of sugar build up in the bloodstream. Being overweight and inactive increase the chances of developing type 2 diabetes.
Other main types of diabetes include:

* Type 1 diabetes, which often affects children (although adults can develop it, too). In this form of diabetes, the body can't make insulin. The immune system mistakenly attacks the cells in the pancreas that make and release insulin. As these cells die, blood sugar levels rise. People with type 1 diabetes need insulin shots.
* Gestational diabetes, which occurs in some pregnant women. It can cause problems during pregnancy, labor, and delivery. Women who get gestational diabetes are more likely to develop type 2 diabetes.

Life with type 2 diabetes

Managing type 2 diabetes means making some changes to how you live. Talk with your doctor about which changes are right for you. For example, it helps to:

* Eat healthy, and lose weight if your doctor says you should
* Be more active
* Test your blood sugar regularly
* Have your doctor check your A1C level (your average blood sugar over the past two to three months)
* Take one or more diabetes medicines as prescribed by your doctor
